Should this project anticipate the displacement of tenants, due to demolition or due to increased rental values, it shall fund publicly owned, truly affordable housing projects at the rate of three times the number of units lost. The details of any affordable housing plan shall be negotiated in good-faith with local, tenants’ rights organizations. Any residential housing development shall include substantial and truly affordable housing for extremely low-income households (30% of AMI). This project shall fund Kansas City’s Right to Counsel Program for tenants facing eviction at a minimum 25% of its cost.
